About Us

The West Hills Area Water Pollution Control Authority (WHAWPCA) is a regional sewage collection and treatment system created in 1973 by the four municipalities of Applewold Borough, West Kittanning Borough, East Franklin Township and North Buffalo Township.  The treatment plant, located in North Buffalo Township, was built in 1983; the collection system includes more than 60 miles of sewer lines, which send over 200 million gallons of wastewater to the treatment plant each year.

Our Board

The WHAWPCA is governed by an eight-member board comprised of two representatives from each of our four member municipalities.  Members are appointed by their borough council or township supervisors to serve five-year terms.  The Authority Board meets on the fourth Tuesday of each month, 6:00pm prevailing time, at the Authority office.
